The new site carefully plans 48 service windows, covering 43 administrative approval and municipal public service units across the district. It centrally handles 1,261 government service and convenience items, including business registration, operating permits, social and livelihood matters, engineering construction projects, tax services, social and medical insurance, and real estate registration, greatly improving the convenience and efficiency for the public.

02 Dual-Screen, Transparent Service, Public Satisfaction

In January this year, the State Council issued the "Guiding Opinions on Further Optimizing Government Services and Improving Administrative Efficiency to Promote 'Efficient Completion of One Thing'," aiming to comprehensively enhance the quality and efficiency of government services and promote "one-network processing" across more areas.

Against this backdrop, Huahong Zhigu Company, following policy guidance, successfully developed a domestically produced government dual-screen interactive terminal product. This product has passed mandatory product certification and obtained Xinchuang system adaptation certification and Xinchuang product evaluation, fully demonstrating its technological advancement and quality reliability. Currently, the product is in use at the Chenghai District Government Service Center in Shantou City, providing strong support for the digital transformation and upgrade of government services.

Huahong Zhigu's government dual-screen interactive terminal product finely integrates specialized devices such as domestically produced Xinchuang computers, touch displays, electromagnetic signature screens, second-generation ID card readers, social security card readers, high-speed document cameras, QR code scanners, dual-lens cameras, receipt printers, and more into a unified system. It enables government service functions like document digitization, credential recognition, facial image capture, electronic signatures, document printing, window queuing, satisfaction ratings, dual-screen interaction, video assistance, and barrier-free communication, while meeting domestically produced adaptation standards.

With Huahong Zhigu's self-developed dual-screen interaction plugin, during service processing via the government dual-screen interactive terminal, staff push relevant information from the main screen to the secondary screen for the service user to browse, confirm, fill in supplements, and perform electromagnetic signatures, achieving seamless information transfer and interaction. At the same time, staff can view the service user's operation screen in real time, ensuring transparency and accuracy in service handling.

After completing the service, staff can trigger the evaluation function, allowing service users to rate satisfaction through the server-side screen. This innovative design not only enhances the customer experience but also promotes continuous optimization of service quality.

In addition to the government dual-screen all-in-one machine, the government pickup lockers provided by Huahong Zhigu in the self-service area are also a distinctive product for facilitating self-service. The self-service pickup system is suitable for paper document pickup and drop-off services. Service users can open the locker by swiping their ID card, scanning a QR code, or entering a password.

03 Future Outlook for Smart Government Services

With the in-depth implementation of the "14th Five-Year Plan for Promoting National Government Informatization," China's government informatization construction is accelerating toward a new stage of "integrated smart governance," aiming to build a new digital government governance model featuring platform-based collaboration, online services, data-driven decision-making, and intelligent supervision.

The Chenghai District Government Service Center in Shantou City has introduced advanced technologies such as Huahong Zhigu's self-developed dual-screen government all-in-one machines, continuously upgrading "Internet + government services" to smart government services. This has achieved leapfrog development from "one-network processing" to "only one door to enter," from "first inquiry responsibility system" to "one-window acceptance, one-time completion," and to "cross-provincial processing," bringing unprecedented convenience and efficient services to businesses and the public.
